SB 618 -- CHILD SUPPORT PAYMENTS SPONSOR: Koster (Baker, 123) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Children and Families by a vote of 11 to 0. This bill allows a custodial parent to receive child support payments by direct deposit into his or her designated account. The family support payment center may issue an electronic access card to disburse support payments to a custodial parent who is not using the automated deposit. FISCAL NOTE: Estimated Income on General Revenue Fund of Less than $285,975 in FY 2007, Less than $300,000 in FY 2008, and Less than $300,000 in FY 2009. No impact on Other State Funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill makes the electronic transfer of support payments and electronic access cards for disbursing support payments by the Department of Social Services the standard law in this state. Individuals choosing to use electronic access will save the state about 83 cents per disbursement transaction. These provisions will allow the custodial spouse to receive support payments no matter where he or she lives.
